Mr Lavrov urged the Security Council to get down to considering concrete plans for its next Syria mission. He also pointed out that Russia is the only outside power that continues to maintain contact with both the Syrian opposition and the Syrian government. This makes it the best possible mediator in the Syrian conflict.

In a joint press conference with Brahimi on Monday, Lavrov said his talks with the UN Envoy seek to find new steps to end violence and bloodshed in Syria and launch dialogue, regretting that Brahimi’s efforts for a truce during Eid al-Adha holiday weren’t heeded.
Lavrov stressed that the sending observers or peacekeeping forces to Syria must be approved by Syrian government, and that such a decision can only be taken by the Security Council and after the Syrian government agrees to it.

He called on all foreign forces to assume their responsibilities, specifically regarding the sides they support in Syria, stressing that the urgent issue is committing all the Syrians who are fighting each other to a ceasefire and have them initiate dialogue.
Lavrov said that sides in Syria must be pressured to send balanced signals rather than have certain sides support specific sides to perpetuate violence, stressing the need to convince these sides to commit to a ceasefire and transition to political dialogue.

Syrian soldiers on Sunday found and defused the bomb inside a suspicious vehicle in the Khan al-Assal residential neighborhood of the city, located about 355 kilometers (220 miles) north of Damascus, as they were patrolling the area, the official SANA news agency reported.
The report added that the car contained some 1,000 kilograms of explosives.

Xinjiang jihad hits Syria

Leaders from ”East Turkestan” terror organizations have organized for members to head for Syria to participate in their quest for jihad, the Global Times has learned from Chinese anti-terrorism authorities.
The organizations include the East Turkestan Islamic Movement (ETIM) and the East Turkestan Education and Solidarity Association (ETESA) that push for ”independence” for China’s Xinjiang Uyghur Autonomous Region.
Since May, ETIM and ETESA members have been going to Syria and linking up with organizations like Al Qaeda to fight against the Syrian government, according to China’s anti-terrorism authority.

For 3rd Day, Terrorist Groups in Deir Ezzor, Damascus Countryside and Aleppo Continue Violations of Ceasefire

presstv.ir – Insurgents violate Syria ceasefire for third day

Insurgent groups fighting against the Syrian government continue their attacks in different parts of the country despite a temporary ceasefire being in place.
According to the Syrian sources, insurgents carried out a series of attacks in several parts of the country, including the capital, Aleppo and Dayr al-Zawr, on Sunday, violating a UN-brokered ceasefire for the third straight day.
At least three civilians, including a child, were killed in an insurgent attack in Aleppo. Terrorist groups also attacked an army checkpoint near Aleppo.

sana.sy – Al-Jaafari: UNSC Statement Admits Existence of Foreign Parties Influencing the Armed Groups

The UN Security Council (UNSC) latest statement which supported the initiative of UN envoy, Lakhdar Brahimi, to halt violence during Eid al-Adha admits the existence of foreign actors wielding influence on the armed terrorist groups in Syria, said Syria’s Permanent Representative to the UN, Bashar al-Jaafari.
In a phone interview with the Syrian TV on Thursday night, al-Jaafari stressed the Security Council statement’s acknowledgment of those foreign actors by addressing a call on them to practice influence on the terrorist groups.
”This part of the [Security Council] press statement, mentioned for the first time, proves Syria’s view repeated since the beginning of the crisis on the existence of Arab, regional and international parties influencing the armed groups negatively or positively,” said al-Jaafari.
”Therefore, those parties need to be addressed,” he added.

Syria Eid ceasefire broken as fighting erupts at army base – rights group

Fighting has erupted in Syria in the first violation of a ceasefire honoring the Islamic holiday of Eid al-Adha, a human rights group said. Rebel fighters reportedly tried to storm a military base near a highway linking Damascus and Aleppo.
The Syrian Observatory for Human Rights claimed that rebels had laid siege to a military base one kilometer from the highway, and that government forces had opened fire in a nearby village.

Syria’s General Command of Army has announced nationwide truce for Eid al-Adha (Feast of Sacrifice) holidays, though warning that it ‘reserves right’ to respond if insurgents don’t respect the ceasefire.
The General Command said on Thursday it would also respond to ”terrorist groups trying to reinforce their positions by arming themselves and getting reinforcements” as well as neighboring countries facilitating the smuggling of fighters across borders during that period.

US involved in supplying air defense systems to Syrian insurgents – Russia

The Russian Foreign Ministry, while not directly blaming the United States for supplying the Syrian insurgency, strongly suggested that it was involved in the logistics of the supplies.
­”True, the United States is not supplying portable anti-aircraft rockets to Syrian militants,” remarked ministry spokesman Alexander Lukashevich in comments that appeared on the Foreign Ministry’s website on Thursday. “But it is no secret that Washington is well-informed about the supplies of various types of weapons to illegal militant formations now operating in Syria,” he noted.
No country has confirmed the delivery of man-portable air defense systems to Syrian insurgents, but Russia is insisting on an explanation, Russian Permanent Representative to the UN Vitaly Churkin told reporters in New York earlier.
”We had spoken to those who might have made such deliveries,” Churkin said. “They assured us they were (not responsible) for these activities.”

Authorities on Wednesday evening seized 60,000 electrical detonators hidden inside spare tires of a truck in Hassia area in Homs.
An official source told SANA reporter that the truck was coming from al-Jarajir village in Damascus Countryside and heading towards Manbij city in Aleppo.
The source pointed out that the detonators are used in making explosive devices.

Russian Chief of General Staff: Armed Groups in Syria Use US-Made Missiles

Russian Chief of General staff, Nikolai Makarov, stressed on Wednesday that the armed groups in Syria have Man-Portable Air-Defense Systems (MANPADS) from various foreign origins including the USA, adding that these weapons and equipment are transferred to the armed groups in various ways.
Commenting on US President Barack Obama’s instructions on providing the armed groups in Syria with MANPADS, Makarov said that the Americans have abandoned these instructions and said that they will not provide the armed groups with any weapons, however Russia has confirmed information that the armed groups in Syria have MANPADS from various foreign origins, including the USA.

Obviously, the unexpected kindness of the government, following both reports, was answered by the fact that, for the first time, police officers were killed by protesters, who had already brought weapons with them – apparently, they have appeared with the intent to exert violence.
The incidents in Daraa show, that the story of the supposedly non-violent protests, to which the government has responded with raw power from the beginning, belongs to the realm of fairy tales.
Although the UN Human Rights Commissioner Navi Pillay has demanded the investigation of the six, in the same month, killed protesters on 22 March 2011, but she said no word about the killed police officers or the presence of “armed protesters”; she even spoke about “peaceful demonstrators” [15], and at the same time, she has prejudiced the Western reading of the events, and she also has instrumentalized the victims.

Press TV: As Lakhdar Brahimi travels around for peace, why isn’t the focus on those countries that are fueling this insurgency and waging this proxy war?
Al-Ahmed: Lakhdar Brahimi and Kofi Annan before him really have no power to enforce or to speak impartially because they are appointed by an institution that is itself is supporting the insurgency.
You are really talking about people who do not count. Their statement only counts for media purposes. But in reality, they have no place, they have no influence.
The reality is you have international intelligence services that are involved heavily – the Saudis, the Qataris, the Americans, the Turks, and others – in this situation. These are the people who make a difference, not Lakhdar Brahimi or the United Nations.
Press TV: With so much evidence and even open admission by the rebels themselves, we’re not going to see these countries involved being called to question on the international arena even though they’re violating international law by directly working toward regime change in Syria?
Al-Ahmed: Well, you will not hear that. It was shocking that the Syrian government did not bring this up openly and clearly with exception of a few times in the United Nations.
I think this is something that is really a situation where there is a lot of talk but nobody is addressing the real issue which is the involvement of several countries in fomenting the conflict within Syria, and leading to the death and injury of thousands of people. It’s an unfortunate situation but we are seeing international hypocrisy at work here.

Det som Al-Ahmed efterfrågar och som man kan hålla med om, att det talas klarspråk om vem det är som ligger bakom de väpnade gängen och terroristerna i Syrien fick vi dock prov på tidigare idag. Jag reagerade på en ny ton och mer klarspråk. Kanske har att göra med att Syrien just lämnat en lista till FN med 108 exempel på utlänningar bland de som strider mot regeringen.

In Syria, a bomb explosion has hit Ruknuddin district in central Damascus, with no immediate reports of casualties.

Syrian Conflict Part of Mideast ‘Geopolitical Game’ – Lavrov

“It appears that every time the hope for progress in the Syrian situation arises, somebody attempts to prevent it from calming down and deliberately fuels the continuation of the bloodshed and civil war in Syria,” Lavrov said in an interview with Rossiiskaya Gazeta on Monday.
Lavrov cited some unspecified opposition groups as telling Russia that Western countries urge them to continue the resistance, “to fight for their rights with arms until [President Bashar al-Assad’s] regime falls.”

Assad, who is widely viewed as a close ally of Iran, has been unfairly made “a scapegoat” in this “big geopolitical game,” Lavrov said.

At least 10 people have been killed and dozens injured as a powerful blast hit Bab Touma neighborhood in the old part of Damascus, state TV reports. The explosion comes as UN peace envoy Lakhdar Brahimi is visiting the Syrian capital for talks.
Smoke is rising above what are believed to be twin car bomb explosions in front of a police station, witnesses say.
Several ambulances have been seen rushing to the scene, NMSyria Twitter user reports.
At least 10 killed, Syrian state TV reports quoted by AFP. But given that the area is usually crowded, many fear the death toll could be much higher.

Syria Discloses List of Foreign Prisoners

Syria has handed the United Nations a list of 108 foreign citizens arrested by the Syrian authorities over their alleged involvement in terrorism.
Syrian Permanent Ambassador to the UN Bashar Jaafari sent the list and a letter, dated October 18, to UN Secretary-General Ban Ki-Moon and Security Council Chairman Gert Rosenthal.
“The list explains the reasons behind each individual’s arrest in connection with their involvement in terrorism in Syria,” read the letter, which was made available to journalists late Friday.

The Turkish authorities recognize the legitimacy of the cargo seized from a Moscow-Damascus passenger plane but have a problem with its processing, a Russian Foreign Ministry spokesman said on Thursday.
“The Turkish side does not in principle question the legitimacy of the cargo that was seized but is unhappy with the transportation notification procedure,” spokesman Alexander Lukashevich said.
“Our Turkish partners have now effectively retracted the initial allegations that there was ammunition on board,” he added.

Russia Today – Russia offers Washington advice – for a change in Syria

The United States should refrain from lecturing Russia regarding its policy on Syria and at the same time stop sponsoring the Syrian opposition, a Russian Foreign Ministry spokesman said on Thursday.

”We also have our opinion as to what Washington should do,” Lukashevich said. ”We would like, for instance, for the United States to use its close ties with the Syrian opposition not to provide it with financial and logistics assistance.”
Lukashevich, citing the US media as his source, said Washington may wish to reconsider providing the Syrian opposition “information furnished through intelligence services, as well as the supply of arms…from the military arsenals of third nations.”
Instead, the US could ”encourage the opposition to seek a political settlement and broad inter-Syrian dialogue,” he noted.

The London-based satellite channel, Barada TV, began broadcasting in April 2009 but has ramped up operations to cover the mass protests in Syria as part of a long-standing campaign to overthrow the country’s autocratic leader, Bashar al-Assad.

Barada TV is closely affiliated with the Movement for Justice and Development, a London-based network of Syrian exiles. Classified U.S. diplomatic cables show that the State Department has funneled as much as $6 million to the group since 2006 to operate the satellite channel and finance other activities inside Syria.

Thierry Meyssan kommer återigen med en artikel – A Page Has been Turned: Western Retreat from Syria, NATO Packs It In. Turkey on the Verge of a Nervous Breakdown – där han menar att USA/Nato/väst är på väg att dra sig ur fientligheterna mot Syrien. Han har tidigt i våras sagt att väst slutade ge stöd åt de väpnade grupperna när Ryssland och Kina stoppade FN-resolutionen som skulle kunna bana väg för en Nato-attack. Och för en dryg vecka sen kom han med nya uppgifter om västs tillbakadragande. Men det är möjligt att han har rätt nu, Ziad Fadel på Syrian Perspective är inne på samma linje. Ryssland tillsammans med några andra fd Sovjetländer i försvarssamarbetsorganisationen CSTO håller på att sätta samman en stor styrka som skulle kunna gå in i Syrien som fredsövervakare. Man inledde i början av oktober en stor övning med ett scenario som liknar situationen i Syrien. I överenskommelsen från Geneve i juni, som förhandlades fram under Kofi Annan, talas det om att en fredsbevarande styrka kan sättas in om båda sidor kräver det. Free Syrian Army avslog överenskommelsen, men som opposition räknas nu de politiska partier som deltagit i möten i Damaskus på sistone.
Det borde vara svårt för väst att förhindra att en fredsbevarande styrka sätts in om Syrien och Ryssland finner det lämpligt.
Andra tecken på att väst ändrat inriktning, enligt Meyssan, skulle kunna vara att vid sex olika tillfällen har rebellgrupper inne i Syrien fått order från Nato’s sambandscentral i Turkiet om att dra sig ur städer och gruppera om på ett visst ställe för att förbereda en ny offensiv. Väl ute ur städerna är dessa grupper ett relativt lätt byte för den syriska militären! Kan det vara så att Nato gör så med flit för att bli av med dom?
Händelserna i Turkiet på senaste tiden, först oroligheterna vid gränsen och sen nedtvingandet av ett civilt flygplan, skulle kunna vara ett försök från Erdogans sida att hålla Nato/väst involverade i situationen.

Syria ‘interested in exploring’ truce

The Syrian government is interested in exploring a ceasefire in the 19-month conflict as proposed by international envoy Lakhdar Brahimi, foreign ministry spokesman Jihad Maqdisi said on Tuesday.
But he stressed that for a halt to the violence, the rebels and their backers would need to be involved too.
“In order to succeed in any initiative, it takes two sides,” Maqdisi said in answer to a question from AFP.
